Qing followed Ming's traditions and referred to the upward-flowing documents from local bureaucrats to upper-levels as Detailed Reports. Detailed Reports have complex structures and contents, and they cannot jump through upper-levels. Detailed Reports will always receive official replies, and will also be sent back to the reporting departments for execution or inspection.
