Short Memorial

When the Council of State is handling various affairs, it usually uses the more simplified "Short Memorials" to flow upwards to the Emperor for imperial review or to reply to various issues. The title of the memorial composer will not be detailed in the front of short memorials, but instead dives directly into the issue, and ends with a simple "As Above" (謹奏) without a specification of the date. If a short memorial is then given back from the Emperor after imperial review, the date and subject of the memorial need be added to the end.
