In the departments of the Qing Dynasty, reports are the upward flowing documents from bureaucrats to their upper-levels. There is no limitation on the subject, which allows convenience and details. Reports can also be directly sent to higher upper-levels without transferring through the immediate upper-levels, which allows efficiency. However, for the routine business awaiting and needing an official reply, reports cannot be used to substitute proper documentation.
