When higher-level provincial bureaucrats submit memorials, they usually make several Duplicate Copies of their memorials, one sent to the Commission of Transmissions for inspection and storage, and the others sent to related departments. Duplicate Copies have the same content as the original memorial. After the Duplicate Copies are delivered to the Commission of Transmissions with the original memorial, they are delivered to other related departments on the next day. On the other hand, the original memorial will be transferred to the Grand Secretariat to be translated and edited before submitting to the Emperor. In 1734 (Year 12 of Yongzheng), the convention changed so that after transfering the original memorial to the Grand Secretariat, the Comission of Transmissions would save the Duplicate Copies for five days before delivering them to related departments. This interval is roughly the same duration of the original memorial being translated and edited for submission. With this five-day interval, not only would the subject matter be transferred to related departments without procedural delay, but content leakage and corruption would also be prevented.
