A Decree is the words of the Emperor. According to Records of Laws and Systems in Guanxu Era (光緒會典事例), "Decrees shall be used whensoever bureaucrats are given announcements from grand ceremonies". In the Qing Dynasty, documents such as the Golden List, Patent by Command, and Patent by Ordinance, could all be called Decrees so long as they contain words from the Emperor.
